| این پژوهش به مسئله رسمیتبخشی به روابط جنسی پرخطرِ جمعیتهای کلیدی در اسناد سازمانمللمتحد می-پردازد که در چند دهه اخیر بهطور فزایندهای به یکی از مسائل مهم در سیاستگذاریهای جهانی تبدیل شده است. این اسناد به بررسی و تحلیل وضعیتهای اجتماعی، بهداشتی و حقوقی جمعیتهای کلیدی مانند همجنسگرایان، زنان تنفروش، افراد نوجوان و جوان با رفتار جنسی پرخطر، و افراد مبتلا به بیماریهای خاص پرداخته و بر رفتارهای جنسی، حمایت و ارتقاء آگاهیها و پیشگیری از انتقال بیماریها بدون تمرکز ویژه بر اصلاح این رفتارها تاکید دارند و بهطور ضمنی، رفتارهای جنسی پرخطر را مشروعیت میبخشند. روششناسی این پژوهش بر پارادایم انتقادی استوار است که در آن اسناد سازمانمللمتحد و نهادهای وابسته به آن با استفاده از استراتژی تحلیل مضمونِ اسناد رسمی، مورد تجزیه و تحلیل قرار گرفته است. جامعه هدف شامل اسناد رسمی سازمانمللمتحد در زمینه سیاستگذاری بهداشتی و حقوق جنسی است که با نمونهگیری هدفمند انتخاب شدند. نمونههای این پژوهش شامل 19 سند کلیدی در این حوزه است. فرایند انتخاب اسناد تا جایی ادامه یافت که بررسی اسناد جدید، مفاهیم تازهای به تحلیل اضافه نکرد. واکاوی این اسناد حاکی از آن است که سیاستهای مذکور بر حقوق و عدالت برای جمعیتهای کلیدی تأکید دارند، اما بهطور ضمنی رفتارهای جنسی پرخطر را مشروعیت میبخشند که پیامدهای منفی نظیر کاهش ثبات جمعیتی و افزایش آسیبهای اجتماعی را به دنبال دارد. بنابراین، سیاستهای مذکور باید به جای تأکید بر مشروعیتبخشی، به اصلاح رفتارهای پرخطر و تقویت ساختارهای پایدار جمعیتی و اجتماعی معطوف شوند. | ||

| This research investigates the issue of legitimizing risky sexual behaviors among key populations within United Nations documents. This issue has increasingly become a significant concern in global policymaking over the past few decades. These documents examine and analyze the social, health, and legal situations of key populations such as homosexuals, sex workers, adolescents and young people engaging in risky sexual behavior, and individuals with specific diseases. They emphasize sexual behaviors, support, awareness-raising, and disease prevention without specifically focusing on reforming these behaviors, implicitly legitimizing risky sexual practices. The methodology employed in this research is grounded in qualitative research philosophy. The research approach is critical analysis, where United Nations documents and those of its affiliated institutions are analyzed using a thematic analysis strategy of official documents. The target population includes official United Nations documents related to health policy and sexual rights, which were selected through purposeful sampling. The sample comprises 19 key documents in this area, and sampling continued until data saturation was reached, meaning until no new concepts were extracted from the interviews. The time frame of the studied documents was limited to those published in the last two decades, and research reliability was ensured through repeated data examination and validation by population experts. The An examination of these documents indicates that the aforementioned policies emphasize rights and justice for key populations, but implicitly legitimize risky sexual behaviors, leading to negative consequences such as declining population stability and increased social harms. | ||
