چکیده
شهرها به عنوان پیچیده‌ترین ساخته دست بشر، همواره از جمله اولین فضاهایی هستند که بر اثر خطرات طبیعی و یا انسانی تهدید می‌شوند بطوری‌که این اختلالات می‌توانند پیامدهای جبران‌ناپذیری برای شهر و جامعه شهری داشته باشند. یکی از این نقاط بسیار کلیدی، زیرساخت‌های شهری هستند که به عنوان دارایی‌ها و خدماتی در حوزه شهر و برای اداره امور ساکنان آن استفاده شده و عملکرد مناسب آنها ضامن رفاه اجتماعی، رونق اقتصادی و ثبات سیاسی در شهرها هستند. به همین دلیل است که در جنگ‌ها و درگیری‌های نظامی، سیستم زیرساخت‌های حیاتی از جمله اولین و مهم‌ترین نقاطی هستند که مورد حملات دشمنان قرار گرفته و در هنگام وقوع بلایا و حوادث طبیعی، در معرض خطر جدی قرار می‌گیرند. در همین راستا عدم آگاهی از نقاط ضعف و تهدید هر زیرساخت منجر به غافلگیری و همچنین عدم اطلاع کافی از ظرفیت‌های موجود در هر زیرساخت (اشراف) باعث اتلاف منابع و عدم پاسخگویی مناسب در زمان بحران می‌شود.

این تحقیق که از نوع کاربردی و توسعه‌ای می‌باشد، با رویکرد آمیخته و استفاده از روش کتابخانه‌ای، (با ابزار فیش برداری) و میدانی (با ابزار مصاحبه و پرسشنامه) با هدف تعیین ویژگی‌های ساختاری حاکم بر نظام فرماندهی و کنترل یکپارچه زیرساخت‌های شهری و هچنین اولویت‌بندی آن‌ها انجام شده است. مصاحبه هدفمند با 15 نفر از مدیران و خبرگان مدیریت شهری و بحران و نیز فرماندهی و کنترل انجام گرفت و سپس جامعه آماری به تعداد 30 نفر و حجم نمونه جهت توزیع پرسشنامه با فرمول کوکران 28 نفر تعیین گردید که در طی روند تحقیق و با روش پرسشنامه از بین 33 ویژگی احصاء شده "قابلیت تلفیق با سایر نظام‌های فرماندهی و کنترل از طریق تعریف دستورالعمل‌های مشترک ادغام و تلفیق اطلاعات"، "تجزیه و تحلیل داده‌های صحیح"، "امنیت در سراسر نظام"، "ارائه‌ی پیشنهاد به مدیران بخش‌ها و رده‌های مختلف" و "به‌روز بودن به لحاظ فناوری"، 5 ویژگی اول نظام فرماندهی و کنترل یکپارچه زیرساخت‌های شهری است.

Cities, as the most complex man-made structures, are always among the first spaces that are threatened by natural or human hazards, so that these disturbances can have irreparable consequences for the city and the urban society. One of these very key points are urban infrastructures, which are used as assets and services in the city and to manage the affairs of its residents, and their proper functioning guarantees social welfare, economic prosperity, and political stability in cities. This is why in wars and military conflicts, critical infrastructure systems are among the first and most important points that are attacked by enemies and are at serious risk during disasters and natural disasters. In this regard, lack of awareness of the weaknesses and threats of each infrastructure leads to surprise, as well as insufficient knowledge of the capacities available in each infrastructure causes waste of resources and lack of proper response in times of crisis. This research, which is of an applied and developmental type, with a mixed approach and the use of the library method, (with a survey tool) and field method (with an interview and questionnaire tool) with the aim of determining the structural features governing the integrated command and control system of urban infrastructures and also They have been prioritized.

A targeted interview was conducted with 15 managers and experts in urban and crisis management, as well as command and control, and then the statistical population was determined to be 30 people and the sample size to distribute the questionnaire was determined to be 28 people using the Cochran formula. Among the 33 features counted, "the ability to integrate with other command and control systems through the definition of common instructions for information integration and integration", "correct data analysis", "security throughout the system", "offering suggestions to managers of different departments and levels" " and "technological up-to-dateness", are the first 5 characteristics of the integrated command and control system of urban infrastructure.
