| عدالت اجتماعی در کاربری اراضی، یکی از ارکان اساسی توسعه پایدار روستایی و مدیریت بهینه زمین بهعنوان یک ثروت عمومی محسوب میشود. در بیانیۀ گام دوم انقلاب اسلامی، عدالت یکی از اصول بنیادین برای دستیابی به پیشرفت و توسعه پایدار معرفی شده است. در اینراستا، تأمین عدالت در توزیع منابع و کاربریهای اراضی، نقش کلیدی در تقویت عدالت فضایی، بهبود کیفیت زندگی و توسعه متوازن مناطق روستایی دارد. پژوهش حاضر با هدف ارزیابی وضعیت عدالت اجتماعی در کاربری اراضی روستایی استان تهران و تبیین راهبردهای اجرایی در چارچوب بیانیۀ گام دوم انقلاب اسلامی انجام شده است. یافتهها نشان میدهد که عدم تعادل در توزیع کاربریهای اساسی، موجب کاهش سطح بهرهمندی ساکنان روستایی از زیرساختهای ضروری شده است. تحلیل دادهها با استفاده از مدل ویکور نشان داد که بخش قابلتوجهی از روستاهای مورد مطالعه، در وضعیت نامطلوبی از نظر عدالت اجتماعی قرار دارند. همچنین تحلیلها نشان میدهد که در طرحهای هادی، نگاه کالبدیمحور باعث شده جنبههای اجتماعی و عدالتمحور در حاشیه قرار گیرد و این مسئله بر نابرابریهای فضایی تأثیرگذار بوده است. برایناساس، ضرورت بازنگری در سیاستهای تخصیص زمین و منابع روستایی برمبنای عدالت اجتماعی و در راستای توصیههای بیانیۀ گام دوم انقلاب، بیش از پیش احساس میشود. در اینراستا، پیشنهاد میشود رویکردهای عدالتمحور در برنامهریزی فضایی روستایی تقویت شده و سیاستهای اجرایی بهگونهای تدوین شوند که موجب ارتقای بهرهوری زمین و کاهش نابرابریهای فضایی در مناطق روستایی گردد. | ||

| Social justice in land use is considered one of the fundamental pillars of sustainable rural development and the optimal management of land as a public asset. In the Statement on the Second Step of the Islamic Revolution, justice is introduced as a key principle for achieving progress and sustainable development. In this regard, ensuring justice in the distribution of resources and land uses plays a crucial role in strengthening spatial justice, improving quality of life, and fostering balanced rural development. The present study aims to evaluate the status of social justice in rural land use in Tehran Province and to propose practical strategies within the framework of the Statement on the Second Step of the Islamic Revolution. The findings reveal that imbalance in the distribution of essential land uses has reduced rural residents’ access to vital infrastructure. Data analysis using the VIKOR model shows that a significant proportion of the studied villages are in an unfavorable situation in terms of social justice. Moreover, the study highlights that the dominance of a physical-oriented perspective in rural master plans has marginalized social and justice-oriented aspects, thereby intensifying spatial inequalities. Accordingly, there is an urgent need to reconsider policies on land and resource allocation in rural areas, based on social justice and in line with the recommendations of the Statement on the Second Step of the Islamic Revolution. It is recommended that justice-oriented approaches be strengthened in rural spatial planning and that executive policies be designed to enhance land productivity and reduce spatial inequalities in rural regions. | ||
