| با وجود گستردگی مباحث نظری در رابطه با رژیمهای بینالمللی، تاکنون اهتمام نظری اندکی به رژیمهای امنیتی صورت گرفته است. به علاوه نقش و کارکرد این رژیمها در نظام بینالملل کمتر موضوع تمرکز مطالعات در این حوزه بوده و در مواردی که به آن پرداخته شده نیز به نقش و کارکردهای متفاوتی که رژیمهای بینالمللی نسبت به قدرتهای متوسط ایفا میکنند توجهی نشده است. هدف این مقاله ارائه مدلی برای نقش و کارکرد رژیم های خلع سلاح و کنترل تسلیحات نسبت به قدرتهای متوسطی چون جمهوری اسلامی ایران است. مدل ارائه شده مبتنی بر تلفیقی از نظریات موجود در رابطه با رژیم های بینالمللی میباشد که با روش تاریخی و با مراجعه به وقایع تاریخی از زمان شکل گیری رژیمهای موصوف مورد راستی آزمایی قرار گرفته و تأیید شده است. بر اساس این مدل، کارکرد رژیمهای خلع سلاح و کنترل تسلیحات نسبت به قدرتهای متوسط "کنترل"، "تسهیل توافقات" و "اثرگذاری بر هویت و شناخت بازیگران" در راستای حفظ نظم موجود و منافع قدرتهایی است که دست برتر را در این رژیمها دارند. | ||

| Despite extensive theoretical efforts regarding international regimes, little attention has been paid to security regimes. Moreover, the role and function of these regimes in the international system have been less the focal point of those studies, and even in the cases that have been addressed, the different role and functions that international regimes play in relation to middle powers, have not been considered. The main purpose of this article is to provide a model for the role and functions of international arms control and disarmament regimes regarding middle powers such as the Islamic Republic of Iran. The developed model, which is based on a synthesis of existing theories about international regimes, has been verified and confirmed by the historical method, referring to historical events since the formation of the aforementioned regimes. According to the model, the functions of arms control and disarmament regimes regarding middle powers are “control”, “facilitating agreements” and “influencing identity and recognition of actors” in line with maintaining the existing order and the interests of superior powers. | ||
