| Abstract | ||
| the presence and participation of foreign fighters in the conflicts and armed conflicts in the middle east has many challenges for stability and security of the region and the international security council and the spread of conflicts , intensification of intensified actions against civilians and unspeakable disasters . it seems that all of the countries and the international community have become aware of threats from foreign tourists to the region and now they are hard to deal with . many studies have been conducted on the causes of the spread of this phenomenon , the aims and motives of joining the parties beyond the borders , ways to attract foreign fighters , their quality and their role in the enmity , organization and structure of the countries and how to coordinate the efforts of countries to deal with this phenomenon . in the meantime , international feature of the subject , various dimensions and the involvement of different actors in it has been raised in international law . finding the framework for confronting the floods of foreign countries and threats arising from it is of paramount importance for the rule of law in international relations . in this paper , it will be tried to answer one of these questions : what are governments that foreign fighters are going to find out the way of armed conflicts in the land of another state ? exploration in general principles of international law and united nations security council resolutions against foreign fighters shows that there are commitments to the government of origin in two stages of departure and return of foreign fighters . therefore , the writer tried to explain and evaluate these obligations . | ||
