چکیده | ||
هدف از این مطالعه بررسی راهکارهای پایداری اقتصادی در استان سیستان و بلوچستان و نقش پدافند غیرعامل در این پایدارسازی است. بدین منظور در ابتدا، برای نشان دادن نقش پدافند اقتصادی در پایداری اقتصادی، اصول پدافند غیرعامل با اصول پایدارسازی اقتصادی تطبیق داده شد. سپس با مقایسه و بررسی شاخصهای پایدارسازی اقتصادی و نیز بررسی عوامل داخلی و خارجی مؤثر بر پایداری اقتصادی بخشهای مختلف در استان سیستان و بلوچستان، با بهکارگیری رویکرد AHP –SWOT به روش دلفی، جمعاً 105 راهبرد در راستای پدافند غیرعامل؛ شامل افزایش بازدارندگی، کاهش آسیبپذیری، تنوعبخشی، ارتقاء پایداری ملی و تسهیل در مدیریت بحران؛ و نیز پایداری اقتصادی؛ شامل، عدالت اقتصادی، ثبات اقتصادی و رفاه اقتصادی، استخراج گردید. بنا بر نتایج کلی پژوهش، بهمنظور پایدارسازی اقتصادی در استان سیستان و بلوچستان، راهبردهای SO و توجه به نقاط قوت و نیز فرصتهای استان در اولویت برنامهریزی هستند. همچنین توجه به راهبردهای اصل عدالت اقتصادی؛ همچون دسترسی به بازار و رفع فقر؛ و اصل بازدارندگی پدافند غیرعامل در پایدارسازی اقتصادی استان سیستان و بلوچستان اولویت برنامهریزی قرار گیرد. با عنایت به نتایج بهدستآمده، اصول پایداری اقتصادی میتواند در راستای اصول پدافند غیرعامل باشد و بنابراین یکی از راههای پایداری اقتصادی در مناطقی چون سیستان و بلوچستان در زمان بحران، توجه به اصول پدافند غیرعامل است. | ||

The purpose of this research is to examine strategies for stabilizing the economy of Sistan and Baluchistan Province and the role of Passive Defense in achieving this economic stability. Initially, to demonstrate the relationship between passive defense and economic stability, the principles of passive defense were aligned with those of economic stabilization. Then, by comparing economic stabilization indicators and analyzing internal and external factors affecting the economic stability of various sectors in Sistan and Baluchistan Province, a total of 105 strategies were extracted using the AHP-SWOT approach via the Delphi method. These strategies align with Passive Defense principles—including increasing deterrence, reducing vulnerability, diversification, promoting national stability, and facilitating crisis management—as well as economic stability principles, such as economic justice, economic stability, and economic prosperity. The general findings indicate that SO strategies (leveraging strengths and opportunities) are the priority for economic stabilization planning in Sistan and Baluchistan Province. Additionally, strategies emphasizing the principle of economic justice (e.g., market access and poverty alleviation) and the deterrence principle of passive defense are crucial for the province’s economic stabilization. The results confirm the research hypothesis that the principles of economic stability fully align with those of passive defense. Thus, adherence to passive defense principles is a viable pathway to economic stability in regions like Sistan and Baluchistan. | ||
