چکیده | ||
کشاورزی یکی از بخشهای فعال اقتصادی در هر کشوری محسوب میشود که نقش اساسی در بهبود امنیت غذایی با توجه به افزایش روزافزون جمعیت جهان ایفا میکند. جهت رسیدن به امنیت غذایی مطلوب در کشور تنها کشت محصولات غذایی در محدوده مرزهای ملی کفایت نمیکند و نیاز به واردات نیز احساس میشود. علاوه بر تامین مواد غذایی به میزان نیاز کشور، ضروری است تا مواد غذایی و نهادههای کشاورزی وارداتی پیش از رسیدن بهدست مصرفکننده از جنبههای مختلف (نظیر آلودگی به پاتوژنها، تراریختگی، باقیمانده علفکشها، باقیمانده آفتکشها و فلزات سنگین و بهطور کلی تهدیدات آگروتروریسم و بیوتروریسم) مورد ارزیابی قرار بگیرند تا کشور و مردم از تهدیدات ناشی از مصرف مواد غذایی آلوده مصون بمانند. تعیین راهبردهای مناسب در این امر بسیار یاری رسان میباشد. پس در این مطالعه ابتدا با توزیع پرسشنامه در بین متخصصین و خبرگان بخشهای کشاورزی و سلامت، تهدیدات مرتبط با هر عامل خطرساز بررسی و ابزار و فناوریهای مناسب جهت مقابله با خطرات حاصل از عوامل تهدیدکننده سلامت در محصولات کشاورزی وارداتی معرفی شد. همچنین نقاط قوت، ضعف، فرصتها و تهدیدات مرتبط با چرخه واردات محصولات راهبردی کشاورزی با مراجعه به سازمانهای مربوطه مشخص شد. تجزیه و تحلیل دادهها با استفاده از ماتریس SWOT صورت گرفت. نتایج این مطالعه نشان داد که انعقاد قرارداد حقوقی مناسب، ارزیابی تاییدیه سلامت محصولات وارداتی و تجهیز آزمایشگاه گمرک به فناوریهای نظیر PCR و کروماتوگرافی از جمله ابزارهای مناسب جهت مقابله با خطرات حاصل از عوامل تهدیدکننده سلامت انسان و دام در محصولات کشاورزی و غذایی وارداتی میباشند. در نهایت راهبردهای ضروری جهت مقابله با تهدیدات حاصل از عوامل خطرساز نیز تعیین شد. | ||

Agriculture is one of the most active sectors of the economy in all countries. It plays a pivotal role in improving food security of the growing population. To achieve food security, it is not enough to cultivate food products within the national borders, and importing agricultural inputs and products is also essential. It is necessary to examine the imported foods and agricultural products in terms of different risk factors (such as pathogens, transgenic plants, herbicide residues, pesticide residues, heavy metals, and, in general, agroterrorism and bioterrorism). Through this, the country and the people are saved from the threats of consuming contaminated food. Hence, in this research we attempt to introduce helpful efficient strategies in this field. To this end, a questionnaire is administered among the experts in the fields of agriculture and health to examine the risk factors and based on the results, efficient tools and technologies to deal with the risk factors in agricultural products are introduced. In addition, the strength, weakness, threats, and opportunities in strategic agricultural products import cycle are highlighted through consulting public and private bodies in charge. The collected data are analyzed using a SWOT matrix. This study showed that concluding perfect legal contracts, evaluating the health certification of imported products, and equipping the customs laboratories with technologies such as PCR and HPLC are helpful to deal with the risks of health-threatening factors in imported agricultural products for human and animal consumptions. Finally, the necessary strategies to deal with the risk of health-threatening factors are identified | ||
