رقابت و درگیری در منطقه راهبردی خلیجفارس با توجه به تعدد ذینفعان در سطح منطقهای و فرامنطقهای که درگیر آن هستند، منبع بیثباتی قابلتوجهی بوده و عرصه منطقهای را نیز تحتتأثیر قرار میدهد. در زمینه نقش بازیگران فرامنطقهای در قبال امنیت خلیجفارس و با توجه به اینکه در سالهای اخیر روندهای امنیتی خلیج فارس با تنوع مشارکتها و همکاریهای دفاعی مواجه بوده است، بهطور کلی دو رویکرد غالب وجود دارد. رویکرد اول بر اساس واقعیتهای منطقهای، درگیریها و رقابتهای پیچیده است. در این رویکرد برای اطمینان از حفظ توازن قوا، شکلگیری اتحادها و به حداکثر رساندن توان نظامی و بازدارندگی لازم است. رویکرد دوم که یک ساختار امنیتی جامع مربوط به همکاری در زمینههای تجاری، محیطزیست، انرژی، امنیت خطوط دریایی و مبارزه با تروریسم است، استراتژی مناسبی برای دستیابی تدریجی به یک سیستم امنیتی با مشارکت همه طرفها را توصیه میکند. ازاینرو، پرسش پژوهش اینگونه است که انگیزه این روندهای امنیتی چیست و آنها به چه ترتیباتی در منطقه اشاره میکنند و آیا پویاییهای موردنظر احتمالا منجر به تغییر شکل عمیق امنیت خلیج فارس میشود یا که خیر؟ فرض بر این است که با توجه به نوسانات مداوم در این منطقه استراتژیک، شروع و اجرای سازوکار امنیتی که تمام عوامل مرتبط را درگیر کند قطعاً موضوعی است که نیاز به توجه بیشتر دارد. بدین اعتبار، چنین سازوکاری وجود ندارد و ترتیبات و رژیمهای امنیتی موجود بستری را ارائه نمیدهند که همه بازیگران حوزه خلیجفارس بهخصوص ایران و عربستان در آن با یکدیگر تعاملهای امنیتی و دفاعی داشته باشند. | ||
